ACF JUNIOR CHESS SUBCOMMITTEE BY-LAW (Adopted by the ACF Council on 11 October 2004) Subcommittee - establishment 1. An ACF Junior Chess Subcommittee is hereby established. Constitution 2. (1) The Subcommittee is comprised of – (a) a Presiding Member who shall be a member of the ACF Executive nominated by the ACF President;and (b) persons active in junior chess affairs nominated by State Associations after consultation with any junior chess body that is affiliated with them. (2) The ACF President is an ex-officio member of the Subcommittee. Presiding Member 3. The Presiding Member nominated pursuant to clause 2(a) shall be – (a) the member of the ACF Executive who has been allocated responsibility for junior chess matters if such an allocation has been made; or (b) a member of the ACF Executive with expertise in junior chess matters, if there is such a member. Charter 4. (1) The Charter of the Subcommittee is to consider and make recommendations to the ACF Executive on any matter relating to junior chess that – (a) the Subcommittee thinks fit; or (b) has been referred to it by – (i) the ACF Council; or (ii) the ACF President at the request of a State Association. (2) Without limiting the generality of sub-clause (1), the Subcommittee may make recommendations relating to – (a) the allocation of – (i) Australian Junior Chess Championships; and (ii) Australian Schools Teams Championships; (b) ACF By-laws relating to junior chess; (c) procedures for the running of junior chess tournaments or other junior chess events; (d) ethical standards to be observed in junior chess events and by Australian junior chess representatives overseas; and (e) after consultation with State Associations and junior chess bodies, development of junior chess in Australia.
