GRAND PRIX BY-LAW [Made 8 April 2004] Division 1 - Interpretation and Administration Interpretation 1. In this by-law, unless the contrary intention appears - "the Co-ordinator" means the Grand Prix Co-ordinator appointed under by-law 3. (1); "junior" means a person who is under 18 years of age at 1 January of the year in which the Grand Prix is held. The Grand Prix 2. The Grand Prix is an individual competition conducted over a calendar year, the results of which depend upon a player's performance as prescribed by this by-law in tournaments registered under this by-law. Grand Prix Co-ordinator 3. (1) The Council shall appoint a person to be the Grand Prix Co-ordinator. (2) The Co-ordinator is responsible for the administraton of the Grand Prix, subject to the direction of the Council. (3) A person holding office as a Co-ordinator at the commencement of this Part continues to hold office as if appointed under this by-law. Division 2 - Tournaments - Registration and Classification Registration of tournaments 4. (1) A tournament shall, if possible, be registered with the Co-ordinator by 31 December of the year before the Grand Prix in which it registered, but in any case, no later than three months before the date on which the tournament is to begin. (2) All tournaments must be approved by their respective State Associations. (3) All tournaments must be completed within 5 consecutive days and must be open to all competitors and not a restricted event. Particulars for registration 5. (1) The following particulars are to be given to the Co-ordinator when a tournament is registered - (a) the name of the tournament; (b) the date or dates on which the tournament is to be held; (c) the total prize money or an estimate thereof; (d) the divisions, however described, comprising the tournament; and (e) such other particulars as the Co-ordinator may reasonably require to enable him to perform his functions. (2) The organisers of a registered tournament shall, within 21 days after its conclusion, give to the Co-ordinator particulars of the - (a) name of the tournament; (b date or dates on which it was held; (c) total amount of prize money; (d) divisions, however described, that comprised the tournament; (e) final standings of all players, identifying women and juniors; and (f) ) such other particulars as the Co-ordinator may reasonably require to enable him to perform his functions. Tournament classes 6. (1) A tournament is to be assigned to a prescribed class depending upon the value of the total prize money to be awarded in the tournament. (2) The prescribed classes and relevant total prize money are - (a) Class 1 - less than $1500; (b) Class 2 - $1500 to $2499; (c) Class 3 - $2500 or more. (3) The value of any trophy or other non-monetary prize is not part of the total prize money for the purposes of this Part. Tournament registration fees 7. (1) The organisers of a registered tournament are to pay to the Co-ordinator a prescibed fee for registration of the tournament. (2) The prescribed fees are - (a) A base fee depending on the class of tournament - (i) Class 1 - $50.00; (ii) Class 2 - $100.00; (iii) Class 3 - $150.00 (b) an additional fee of $2.00 per player participating in the tournament. (3) The total fees payable for a tournament are not to exceed $500.00. (4) The fee payable for a tournament played - (a) outside a State capital city; or (b) in Tasmania, South Australia, Western Australia or the Northern Territory is to be $50.00 less than the total of the fees prescibed in paragraph (2). Division 3 - Prizes Grand Prix divisions 8. Grand Prix prizes will be awarded in the following divisions - (a) Open; (b) Under 2000; (c) Under 1600; (d) Unrated; (e) Junior; (f) Women; and (g) a State prize awarded to the highest scoring player in each State that otherwise has no prize winner. Number of prizes 9. The prizes to be awarded in each division are - (a) Open - 1st to 5th; (b) U2000 - 1st to 4th; (c) U1600 - 1st to 4th; (d) Junior - 1st to 3rd; (e) Women - 1st (f) Unrated - 1st (g) State - one per State as prescribed in paragraph 8. (g). Player may win only one prize 10. A player may win one prize only, being the prize of the highest value to which the player would be entitled were the player permitted to win more than one prize. Division 4 - Players - Eligibility and Points Allocation Rating qualification of players 11. (1) For the purposes of the Grand Prix, a player is taken to have the rating that that player has in the ACF rating list for the December immediately preceding the year of the Grand Prix. (2) If a player is not listed in the December rating list, including the Master List, but is listed in the FIDE rating list for the following January, the player is taken to have that rating for the purposes of the Grand Prix. Effect of ratings on prize eligibility 12. (1) A player referred to in by-law 11. (2) is eligible - (a) if the player's rating is 2000 or more, for only an open prize; or (b) if the player's rating is less than 2000, for only an under 2000 prize, provided that the player may also gain a junior or women's prize if eligible for it. (2) A player whose name is not included in the ACF or FIDE rating lists referred to in by-law 11 is taken to be unrated and is eligible for only an open prize or an unrated prize, provided that the player may also gain a junior or women's prize if eligible for it. Allocation of points 13. (1) Points are to be allocated to players depending on the position in which they finish in a Grand Prix tournament of a particular class in accordance with the following table. The Table Position Class1 Class 2 Class 3 1st 12 16 20 2nd 9 12 15 3rd 6 9 12 4th 4 6 9 5th 3 4 6 (2) If a tournament is played in divisions corresponding to the Grand Prix prize divisions, points will be awarded in those divisions (3) For junior, women's and unrated categories, points will be awarded starting with the Open division and cascading down through U2000 and U1600 until 1st to 5th points have been allocated. (4) In Open tournaments points will be awarded from 1st down with players eligible to gain points in more than one division if they meet the relevant division qualifications. Player's score 14. A player's score is the total number of points scored by the player in that player's 5 best scoring tournaments. Division 5 - Transitional Grand Prix Co-ordinator - preservation of appointment 15. The Grand Prix Co-ordinator holding appointment at the commencement of this by-law shall continue to hold office as if appointed under this Part. Grand Prix Rules - preservation 16. The Grand Prix Rules in operation at the commencent of this by-law shall continue in force for 2004.
